As the election campaign gains momentum, Elbasan’s Mayor Gledjan Llatja has once again brought forward promises to renovate three schools, sharing 3D project visuals on social media but providing no details on funding, timelines, or project stages. One of these schools is ‘Naim FrashĂ«ri’. The renovation was also promised during the 2023 local elections, but the approved budget was reallocated and work never started, forcing 730 students to attend classes in a deteriorated building with two shifts.
A repeated promise
In the 2025 election period, Llatja revived the commitment.
‘Naim FrashĂ«ri School will be among the construction sites opened as part of the investment to transform educational infrastructure with a full renovation’, he wrote on Facebook.
The post is accompanied by a 3D project without specific details about the source of the funds, or the deadlines for when the work will start and end.
Schools
Similar promises have been made for two other schools, accompanied by a lack of transparency, which raises suspicions that such communications serve electoral purposes.
‘Another dream is becoming a reality in the heart of Elbasan’, starts the mayor of the Municipality, Gledjan Llatja, his post about the ‘Dhaskal Todri’ school.
For the ‘long-awaited transformation’, Llatja refers to the ‘Shushica’ school but does not specify any timelines for the start of the work, the financial sources, or details about the actual advantages.
3D Projects
The projects for the three schools are showcased as guaranteed successes without providing concrete data that would allow for future accountability.
In an earlier post on April 17, 2025, the mayor of Elbasan municipality made the promise to construct a total of 12 schools within 4 years.
Preliminary results show that the Socialist Party (SP) won 10 mandates in Elbasan, while the Democratic Party–Alliance for a European Albania (DP-ASHM) won 4 mandates.
