The promise to deliver 4,000 property certificates by 2024 was not fulfilled

In May, Prime Minister Edi Rama visited Himara, where he, alongside his socialist ally Vangjel Tavo, granted 437 property certificates to residents with inherited properties.

‘Thank you all very much, and for the 4,000 homes, we will issue the certificates by the end of the year, even by the fall,’ Rama promised at the end of his meeting with the people of Himara.

Rama returned to Himara with the same promise, two days before the residents elected Vangjel Tavo as mayor in the partial local elections on August 2.

Fact

Contrary to the Prime Minister’s promise, by the end of 2024, 4,000 property titles for inherited homes had not been granted in Himara.

Just before the New Year, the Prime Minister handed out more property certificates in Himara, but did not specify how many.

‘In about six months, we’ve achieved what was expected after many, many years, and we’ve managed to use all the previous work as a foundation to give an extraordinary boost to the process,’ said Prime Minister Rama during a meeting with Himara’s residents.

‘Data from the State Cadastre Agency in Vlora reveal that in the municipality of Himara, out of 2,188 total files, 831 lack measurements. This means that the on-site verification hasn’t been completed, as the owners could not be found at their residences.

‘…the Heads of villages have been notified to help inform the applicants,’ explains the Vlora State Cadastre Agency.

Between September and December 2024, 857 files were processed, compared to only 500 legalizations in the past five years. However, the progress in recent months is not enough.

‘We cannot give an answer as to why applications for buildings constructed before 1991 are still open,’ says the Vlora State Cadastre Agency.’

Conclusion

Based on the collected data, we classify Prime Minister Edi Rama’s promise to distribute 4,000 property certificates by the end of 2024 as unfulfilled.
